Karen Kenny is a Senior Adviser in the National, Regional and Urban Planning Policy section at the Department of Housing, Local Government and Heritage, where she has worked since 2021.  In this role, she is responsible for matters relating to Project Ireland 2040 implementation, economic development and regions and urban design and transport related matters, including a review of the Sustainable Residential Development in Urban Areas Guidelines for Planning Authorities 2009.

Previously Karen worked in An Bord Pleanála and for local authorities in Galway, Kildare, Fingal and South Dublin.  Karen holds qualifications in economics and geography, regional and urban planning and environmental engineering from University College Dublin (1999 and 2001) and Trinity College Dublin (2004) and is a member of the Irish Planning Institute.
